However, in the current retail environment there appears to be a loss of confidence in the sector with the demise of high street retailers, such as Jessops and HMV, raising questions about whether their customers' single retailer gift cars would be honoured. Legislation in the form of the second E-Money Directive (European Commission, 2011) already exists to protect the consumer and to regulate payment services such as open-loop gift card providers. Gift cards operated by individual or single-brand retailers are closed loop and are not regulated under the E-Money Directive.
The second E-Money Directive and the option of industry self-regulation are reviewed and critiqued. The quality and merits for consideration including the impacts on gift card industry revenues are reviewed.
Furthermore, the impact of gift card regulation on UK consumer confidence is explored. The benefit of industry transparency of information to foster a positive consumer perception of regulations is discussed.
Research design is detailed and the means by which the research method was selected are examined. Subsequently the results of this research are assessed and the relationship with current literature and the findings of this research project are deliberated.
Finally, conclusions and recommendations are presented; suggestions for how the UK gift card industry should respond to regulation and future research are put forward. |
